Municipal Engineer

Request for Statements of Interest/Statement of Qualifications Notice is hereby given that RINGGOLD TOWNSHIP will retain an engineering firm to act as the Township's Municipal Engineer. The selection of the Municipal Engineer will be valid for no more than 5 years. The scope of the services includes but is not comprehensively listed below:
1) Design and maintenance activities for rural bridges, culverts, roadways, stormwater systems, and other structural elements.
2) Additional services to be considered include project management, site planning, geotechnical studies, environmental studies and administrative services.
3) Local, state and federal permitting experience for highway, water and sewage projects.
4) Grant writing and grant writing assistance for local, state and federal opportunities.
5) Experience with Pennsylvania Department of Transportation policies, procedures, specifications and permits is essential.
The RINGGOLD TOWNSHIP will establish an order of ranking of a minimum of 3 firms for the purpose of negotiating an Agreement based on the RINGGOLD TOWNSHIP's evaluation of the Statements of Interest received in response to this solicitation. The final ranking will be established directly from the Statements of Interest. Technical proposals will not be requested prior to the establishment of the final ranking. The RINGGOLD TOWNSHIP will utilize the modified selection process in their determination for professional engineering services. The method of procurement will be competitive negotiations. The following factors, will be considered by the Township during the evaluation of the firms submitting (weighting included at a percentage following each item):
1) Statements of professional qualifications and years of experience of key personnel who would be directly working with the Township (necessary for satisfactory performance of potentially required services) (20%)
2) Any specialized experience and technical competence in the type of work that may be required (10%)
3) The firm's capacity, or availability of technical staff, to accomplish work in required time frames (10%)
4) Knowledge and experience with working Municipalities of less than 3,000 population (20%)
5) Presented list of relevant projects within 80 miles of RINGGOLD TOWNSHIP including project scope, firms responsibilities and project completion date within the last 10 years. (20%)
6) Current insurance coverages of the firm. (10%)
7) Describe any lawsuits filed against the firm in the last 5 years. (5%)
8) List of Borough, Township or County Officials willing to serve as references up to 5. (5%)
The RINGGOLD TOWNSHIP encourages responses from small firms, minority firms, and firms that have not previously performed work for the Township. For federally funded agreements assigned to the Municipal Engineer exceeding $100,000, there may be a DBE goal requirement. If prime is not a DBE firm, a DBE engineering firm may be selected specific to each project need and can be added later upon approval by the Township.
Specific DBE firms do not need to be identified in the Statement of Interest. The assignment of the above services will be made to one of the firms responding to this notice, but RINGGOLD TOWNSHIP reserves the right to reject all statements of interest submitted, to cancel the solicitations requested under this notice, and/or to re-advertise solicitation for these services. All Request for Statements of Interest/Statement of Qualifications Notice must be submitted to the RINGGOLD TOWNSHIP by 5pm on April 7th, 2026.
The appointed firm will not be allowed to represent private entities within RINGGOLD TOWNSHIP unless plans are already in process. A list of current projects the firm is involved in within RINGGOLD TOWNSHIP must be included with the proposal.
If selected, the Municipal Engineer must provide proof of insurance coverage naming RINGGOLD TOWNSHIP as an additional insured. This insurance must be maintained throughout the appointment term.
The selection process will be compliant with PennDOT Pub 93 - A7. The relavent resolution describing the process can be found here:
